Sri Lankan Power generation sector and our electricity cost

If you can analyze the power generation pattern with the attached image, it seems that Norochcholayi coal power plant is generating 600MW.
It means that its second phase is also fully functional. And I don’t think that we will experience any drought period for near future as well. Our reservoir capacity also get increased with onset of monsoon rains, expected in during midyear period.  
If this pattern continues at least for another three months (without interruptions from coal power plant), there is huge possibility government will reduce electricity charges considerably.
Surely they can do it.
